The challenge
A complex civic file was losing the room. The institution had the data and the legitimacy, but no narrative the public could feel. Coverage was fragmented, citizens were tuning out, and political momentum was slipping.

The response
We read the room before writing a single line. We mapped the cultural temperature across five member states, identified the three tensions worth naming, and built a campaign architecture that could speak in cities, in feeds, and in parliaments — without flattening into the same message everywhere.
